Playing Rules

The following are the Playing Rules for the Prospect Park Baseball Association. The hardball & softball rules cover baseball from the Cub Division through the Freshmen Division (ages 9-17), plus the softball rules from the Mustang Division through the High School Division (ages 8-17).

SELECTED RULE CHANGES & CLARIFICATIONS: 2024

  • Age Cutoff moved to December 31 of the prior year to conform with the school year age cutoff to enable players to be with their school friends. (section 7, pp 5-6)
  • Playing Down in Age Rule – now limited solely to physical and mental handicap players and those grandfathered in based on their participation on a 2023 team. (section d, p.6)
  • All players must wear full-length athletic pants. Shorts are not allowed for all players including girls’ softball. (section 8(b), p7)
  • Grasshopper and Freshmen players are allowed to use any bat currently approved for play by the PSAL. (section 1(a)(i), p 8)
  • Bronco games are 6 innings. (Chart P.10)
  • Freshmen teams have the option of choosing universal batting or a 9 or 10 team batting order. That choice must be made at the home plate meeting before the game starts. (section b(i)(C), p14)
  • The modified balk rule for the Super Bantam division is now set forth in section iii, page 19.
  • Moving Base Rule (Clarification) – A baserunner who safely reaches a base that moves from its original location cannot be called out unless, in the opinion of the umpire, that baserunner makes a move to advance toward the next base. If the baserunner subsequently attempts to return to the original base, the baserunner must return to that base’s original location.(vii, p/20)
  • For extra-inning games, only in tournament games can pitchers get one extra inning. (section f(ii), p.21 and section C(3)(e), p.25)
 
 
New Safety Measures – 04.01.2017
 
Defibrillators: The City now requires that all teams have a city-provided defibrillator at all practices and games that occur on Parks Department fields.  Training is required and is provided at no cost to whomever on each team will be available to work the machine at practices and games.  A list of the training sessions provided by the Parks Department can be found at the following link: https://www.nycgovparks.org/reg/aed-training
 
Pitcher’s Head Protection:  Added to the rules this year is the requirement that all pitchers wear a PPBA-approved head guard.  This applies to pitchers in the following divisions: Cubs, Bantam, Super Bantam, Grasshopper and Freshmen only.  Approved is the use of batting helmets that fit snuggly and device sold by BattingCapLiner.com

PPBA 2021 COVID-19 POLICY

PROSPECT PARK BASEBALL ASSOCIATION COVID-19 POLICY FOR THE 2021 SPRING SEASON

The PPBA and its member organizations follow and adhere to CDC and all relevant state and city
Covid-19 guidelines and laws. For purposes of this policy, the term “Team Gathering” shall
include all practices, games and any other assembly of players, coaches, parents and guests of a
team playing in the PPBA, regardless of size, location or duration. The term “attendee(s)” shall
refer to spectators who are in some way connected to players or coaches on a team playing in
the PPBA; but shall not refer to the team’s players or coaches. The terms “team,” “player(s),”
and “coach(es)” shall only refer to those involved in playing in the PPBA 2021 spring season.

PRE-GAME SELF-EXAMINATION
A self-evaluated wellness screening must be completed prior to a Team Gathering by all players,
coaches and attendees. The self-administered screening is to assure that such people have a
temperature that is below 99 degrees Fahrenheit and no Covid-19 related symptoms, such as
coughing, sneezing or fever.


ATTENDANCE AT PRACTICE, GAME OR OTHER TEAM GATHERING

No player, coach or attendee is permitted to attend a Team Gathering if either:

-they have tested positive for Covid-19 in the immediately preceding 14 days,

-they are awaiting Covid-19 test results,

-they have been in close or proximate contact with a confirmed or suspected Covid-19case in the immediately preceding 14 days, and/or

-they are exhibiting symptoms (such as coughing, sneezing or fever above 99 degrees Fahrenheit in the immediately preceding 14 days.

NOTIFICATION TO LEAGUE REPRESENTATIVE & TEAM
If any of the above conditions have been established for any such player, coach or attendee, the
coach of that team shall be immediately notified of the situation by the affected coach, player’s
parent or attendee. The coach shall then, within 24 hours of receiving that information, email
notice of such facts to their organization representative and to the team’s coaches and players’
families. The organization representative shall notify the President of the PPBA of the situation
and what action has or will be taken by that organization as soon as practical.

NON-COACH AND PLAYERS ATTENDEES
No more than two attendees per child shall be permitted to attend all Team Gatherings.

PHYSICAL DISTANCING AND CONTACT AT ALL TEAM GATHERINGS
Subject to other restrictions listed in this policy, everyone on or related to a team playing in the
PPBA must practice social distancing by maintaining at least a six-foot distance at all Team
Gatherings (except for attendees of the same family and between players in the dugout).

Coaches should assure that players be kept distanced apart in the dugout as best as possible.

Attendees must watch from the outfield or approved seating area provided by the league. No
attendees are permitted in or behind the dugouts or at the backstop. Only four coaches are
allowed in each team’s dugout and they must be in uniform.

The home plate pregame meeting and questions relating to an umpire’s call are limited to the
umpire and the head coach from each team.

There shall be no physical contact between anyone at a Team Gathering other than what is
necessary to the actual playing of the game. For example, high-fives and handshaking are
prohibited. In lieu of postgame handshaking lines, the teams shall line up on their respective
foul line, tip their caps to the opposing team and then to the attendees.

All players, coaches and attendees must leave the ballpark immediately after the completion of
the game or directly to other fields where their children might be playing and remain distanced
from incoming teams.


SANITARY & SAFE CONDUCT AT ALL TEAM GATHERINGS
All attendees, coaches and umpires must at all times during a Team Gathering wear protective
face coverings or masks.

All players must wear a mask at all times during all Team Gatherings, such as when playing or
practicing a defensive position on the field, when batting, when as a baserunner, when warming
up, when in the dugout and when coming to and going from a Team Gathering while in the
ballpark.

There is only one exception to this rule: pitchers while pitching (or warming up to pitch) are permitted NOT to wear a mask for the following divisions only: Cubs, Bantam, Super Bantam Grasshopper, Freshmen and all softball divisions.

Food is not permitted in the dugouts. Sharing of drinks and the use of a team water cooler is also
not permitted.

Spitting, chewing gum or sunflower seeds is strictly prohibited.

Individual teams must use their own balls. The ball at a minimum should be rotated out every
inning in order to be disinfected between innings.

Any equipment that is shared must be sanitized before it is used by another player. We strongly
recommend that players use their own equipment.

All players and coaches must bring their own alcohol-based hand sanitizer and protective face
mask to all Team Gatherings.

The coaches shall use their best efforts to assure that the dugout surfaces are cleaned and
disinfected

All trash and recyclables must be removed from Parks property and disposed of properly.

COMPLIANCE WITH POLICY IS REQUIRED
Each head coach shall be responsible for assuring compliance of these policies by all their players,
coaches and attendees.

If the umpire believes that someone relating to a team is not complying with these policies, the
umpire shall notify the head coach of that team so that the head coach can take corrective action.

If a coach believes that there is a non-compliance with these policies by someone on or related
to the opposing team, the head coach of that team shall inform the umpire. The umpire shall
then inform the other head coach of the situation if, in the opinion of the umpire, corrective
action is required.

If, in either situation, it is the umpire’s opinion that the corrective action is not adequate, the
umpire shall have the power to suspend play until the corrective action is, in the umpire’s
opinion, implemented or terminate the game.

Should a suspension or termination of a game occur for any reason, within twenty-four hours of
either such situation, a written explanation of the circumstances shall be sent to the head umpire
by the umpire and to their respective organization representative by the head coaches.

The organization representatives shall provide a written description of the situation to the
President of the PPBA as soon as practical. Depending on the circumstances, the PPBA shall have
the right to take further action, including, without limitation, the permanent removal of the
offending coach or player or banning the presence of the offending attendee.

All coaches and player-parents must cooperate with all contact tracing efforts set forth by the
state and local authorities.

Support the PPBA by Buying Tickets to Watch the Mets Play

Each year, the PPBA runs an important fundraiser by selling tickets to go see one of the New York baseball teams play. As in past years, the money raised by these ticket sales will help us to rebuild a number of the ball fields.

This year, we will see the NY Mets take on their Eastern Division rivals, the Miami Marlins at Citifield on Friday, May 29, at7:00 pm.

This is a great way to enjoy a night out with friends and family and support your local ball fields!

Tickets were $23 each and are located on the Promenade Level.  All ticketholders will receive a free NY Mets’ t-shirt .

Contact your organization to purchase tickets.  There is no limit to the number of tickets you can buy, so feel free to bring friends and relatives.  A list of our organizations can be found at this link.

Players and coaches in uniform who arrived two hours before game time went onto the field prior to the game.  Here are the guidelines provided to us by the Mets:

  • Your group should enter through the Left Field Gate with their game tickets no later than two hours before game time.
  • Once through the gate, proceed to the Left Field Ramp.
  • Mets’ Staff and signage will be there to help you locate your League or Pack/Troop position on the ramp.
  • Only uniformed members and leaders will be allowed to participate.  Families may wait on the ramps with participants, but will not be able to join the parade.  All children must be accompanied by the group leader.
  • Mets’ Staff will lead the parade onto the field. Please be alert to their instructions.
  • Stay on the track. Do not go on the grass. Avoid stepping on the foul lines.
  • Do not take samples of grass, dirt or other items from field.
  • Please keep the parade moving. You make take all the photos you like – 
just do not stop to do so. Delays could result in groups at the end of the 
line not getting on the field.*
  • At the conclusion of the parade, you will be directed to your game seats. 
Group leaders should make sure their entire group members are accounted for!”

Rainout Information

If the weather has been inclement at any time within two or three days of your scheduled game,
please call the PPBA hotline (888-473-6864) to make sure there have been no cancellations. If
there is no specific message canceling games, assume your game is on and go to the field. We
try our best to post cancellation announcements by 7:45 am on the weekends and 3:30 pm on the
weekdays.

Please listen carefully to the full message as we play on many fields and not all games may be
canceled. If possible we try not to cancel games for the entire day at once. So based on the
message, you may have to call back later in the day to see if the rest of that day’s games are
canceled.

Also, it might be a beautiful morning, but if it rained the night before, some of the fields may be
unplayable. For teams 12 yo and under, we try to play the games but move to the grass. When we do,
all the players and spectators cannot sit between home plate and either 1st or 3rd base, for safety
reasons they must sit beyond 1st and 3rd base.

PROSPECT PARK:

Directions: Go in the 9th Street entrance to Prospect Park on Prospect Park West. Walk straight east across the inner roadway, down onto the fields.  Field 4 is straight ahead—see the second map below which indicates the locations of all the fields by division.  You can also enter the Park on Prospect Park SW between 10th & 11th Avenue.

Closest subway stations:  F train – 7th Ave & 9th Street Station (7th Avenue stop) or 15th Street Station (15th Street stop)

PARADE GROUNDS:

Location: On the corner of Parkside Avenue and Parade Place.  Field 6 is the corner field; Field 5 is inside the Park and is entered from Parade Place.

Closest subway station: Q Train to Parkside at Ocean Avenue (walk West along Parkside) or Q Train to Church at East 18th (Exit on Caton Avenue, walk East on Caton Avenue, then North on Parade Place). parade_grounds

Narrows Fields 1 and 2

By Car: Take the Belt Parkway East, past the Verrazano Bridge. Take the Bay Parkway exit (past the Nellie Bly Kiddie Amusement Park), which puts you on Shore Parkway ˆ the service road. Follow Shore Parkway east straight, past 26th Avenue and past the Yacht Club. The fields will be on the right about 100 yards past Bay 44th Street. In the map, the larger field on the right is Field 1; the smaller field on the left is Field 2.

By Subway: Take the D train to the Bay Parkway station

By Bus: Take the #6 bus to 26th Avenue.
